I'm thinking about a new build and want to go through axle.

I know and have used (very happily) the Shimano FH-RS505 that was $30-40 (https://www.amazon.com/Shimano-RS505-11-Speed-Centerlock-Black/dp/B01DQ10DE2). That was 135mm, centerlock, 11 speed. It's worked flawlessly on the bike it's been on for ~1500 miles.

I wish I knew if Shimano or someone else had a similarly budget hub that was 142x12 mm .

Nothingfancy, sometimes a bike doesn't want CK45s

dt350 are great bang-for-buck hubs, not sure if they come stock 11s though

Are you talking MTB or road? MTB 11-sp cassettes will work with 142 hubs.

DT350.
Novatec makes a 772SB Centerlock 11-speed 12x142 and you can find it for $90 on Ebay but the shipping was really high (from Poland or something)

Also Bitex BX106.

Oh, that's a good one! Thank you!

the one I suspect will be even cheaper will be the Shimano FH-Rs770 (http://bike.shimano.com.sg/content/sac-bike/en/home/road/wheels---hubs/rear-hubs/fh-rs770.html) which shimano kinda-sorta has on their website but without the right image so far.

They do. Best to confirm with seller, though, as I'm sure there are plenty of older stock out there.
