seems I recall hearing you can put spacers inboard on 11sp freehubs and run fewer cogs...

Not sure if this applies here but I was pleasantly surprised when I left my 11 speed 11-32 cassette on my trainer wheel and put it on my 10speed dura ace bike. I was surprised because it never got up to the big gear in the back (32) so it was really like my 11-28 10sp cassette that I do have.
Applying to your question, I believe I have a spacer that came with my 11sp wheels that says use for 9/10 speed.

Yep, just run the 1.85mm spacer and toss on a 9 speed cassette.

I believe a 2mm spacer is necessary to take up the space difference when using a 8/9/10 speed cassette on an 11 speed freehub. 8/9/10 (and 11 speed Shimano mountain) are all the same width.
