Completely empirical and based on no scientific method: I find if you store them a year or so, the tape seems less thirsty. I still paint on three coats before mounting. Older tires seem to leave more glue on the final, third coat. Might be age, might be sourcing a different fabricator for the base tape, might be fantasy.
