25s for sure. I do not have tires larger than that to confirm.

fwiw, I've got a similarly-sized Sachs and I've fit 25mm contis on Zipp 202 firecrests. that combination is pretty plump. the issue for me is seat tube clearance but I doubt that issue exists here (my frame was sort of a one-off for RS) and 28's would very likely fit.

I am fortunate to have a Sachs CX. While there is certainly geo variations between the two the basic measurements are the same. I set up the CX with the same parts and measurements of my custom road bike and find that they ride nearly identical save for the rolling resistance if knobby 32s vs 25s.
I have not made any comments or speculations about fit outside of this in the ad. The comment about the angles being the "right ones" comes directly from The Man himself (its a common quote in his writings).
