What is this steer tube marking?

Found this interesting stamp on the steer tube of my recently acquired mid-80s Batavus Professional Pista. Signature of the framebuilder?

Did it come off a 54cm sized frame, or is the fork rake 54mm?

Perhaps it means that you must have at least some of your clothing on when riding this bike and limit your riding to a level that wouldn't outrage too many. A 'XXX' on there would mean that nothing would be off limits.

Maybe it's like an inspection sticker. Three strikes and it fails. That fork only had two strikes, so it passed.
