a friend has a kid with CP and is looking at this very expensive option so the kid can rid along with her father

any other choices out there. she cant pedal well and needs to be strapped in for safety

he had a dog/child tow behind wagon but wants to go in a different direction

I supose this is similar to the direction he does not want to go in, but still another option. A tandem recumbent trike, however the child will have to pedal, clipping in would make it easier maybe? I see them used for about $3K. Very stable, safe, comfortable and lots of fun.

If your frined is in New England these guys are not too far away in NH. They specialize in precisely these types of bikes, see what they can do for you...

Electric motor assist and detachable wheelchair option is fairly cool. Thats purpose built if expensive. Ive no idea whats comparable but if he just wants something simpler to take her for rides, custom builders can be considered for that price ( +however much overseas shipping is).

Can insurance cover any of that?

i think it would be reasonably easy to modify a surly big dummy to suit such a need. of course the child would not pedal, but with a sufficient seat mounted to the back, i bet this would be a fun way for them to get out...

Think Hase Pino or Bilenky Counterpoint or Performer Family Tandem.

OR... think tandem recumbent trike.

You can retrofit some sort of harness to any of these recumbent seats.

A friend of mine used a Pino with his kid who has CP.

I'd have your friend give Chris Brown a call. He's all about getting folks on bikes.

My youngest son is wheelchair bound and needs support to sit up. His physical therapist hooked us up with an organization that specializes in these type of bikes. Ours is called an Amtryke. They have a bunch of different models with all kinds of sizes and options. The organization we deal with is called Ambucs. I don't know if they are only in TX but you might Google them and see if they can help. They might be able to point you to an organization in your area. I'll see if I can dig up a pic of ours

That seems hugely expensive for what is a pretty basic bike with a modification. I'm not sure what he is riding now, but maybe a modified sidehack with a seat for her? Perhaps a shop or frame builder could come-up with something for a whole lot cheaper.

That's pretty much what an Amtryke is. There appears to be Ambucs organizations nationwide, so I'd find someone in your area to talk to.
