a lot fewer docs, team directors, team owners or sponsors get taken out behind the woodshed when the fat hits the fire.
Maybe I really don't know what they have in place, but how about a point system? If your riders get busted you get points and at the end of the year you either pay a fine based on the points or if you don't want to pay up you have to start firing team management or your team doesn't get to show up at races.
If the sponsors think that their investment in a team might go down the tubes because the logo won't be on the tube after they paid all that money maybe they exert some influence? If guys know they can bugger their career by winking at what they see going on maybe they think differently?
Am I being naive and stupid? Certainly, but at some point you got to follow the money, yo.
