I pulled this from a Velonews story:

The five riders received a legal document signed by Manuel Sánchez Martín, secretary for the Spanish court heading up the "Operación Puerto" investigation, stating, "there are not any type of charges against them nor have there been adopted any type of legal action against them."

The headline is that Beloki and company have been "cleared" and the story goes on to say that the riders are now free to sue for damages. I wonder if that's true. As I understand it, Spain has no anti-doping prohibition and was pursuing OP as a crime against public health. In that scenario, it would seem that the recipient of the health care services would never have been likely to face prosecution, but that's not really the same as saying they didn't engage in doping. So I am not clear on just what this means.

This, as reported, also opens up the media and Spanish authorities to legal action by the riders...

And it should.
