I have to admit, a part of me thinks this guy has got some screws loose but another part of me thinks...that could be fun...

No, the nuts are there...obviously, but the screws are definitely loose.

The article seems to imply (at least how I read it) that there's already a world record for the "no handlebars, no lights at night descent of Stelvio". Am I reading that correctly? Have other people done this?

A few years ago, I watched a documentary about a man trying to hold the most records. He did so many inane things. Like many of the records in Guiness's book, often, I think "what's the point"?

OK, no brakes, but he slows the bike by dragging his shoe on the rear tire.

So the story is from last year in May, did he make it? lol He probably knows the course by heart and could do it blindfolded.

he's not freewheeling down, he uses his foot to control speed. Makes it interesting but seriously not that big of a deal. Low danger factor, unless he gets a shoe lace caught.

Sounds like this guy is the real deal. Going down no hands might be a brave trick, but going up faster than Hinault or ascending at speed while using a single leg is nothing to sneeze at.
