Is there any issue lacing a 32 hole rear hub to a 28 hole rim? I want to rebuild some wheels with extra hubs and rims I have laying around.

Just sell the rims or the hubs and buy the corresponding rims or hubs.

Best to get the hubs/rims to match up the hole count.

There are ways to lace mismatched hub and rim hole counts, but people have done so mostly as an exercise ("Is this possible?"). Unless you are doing it for the challenge, is WAY too much aggravation. multiple different tensions, different spoke lengths, etc.

There isn't any way to do it...afaict.

Doesn't look like that matches up. But Sheldon Brown has some interesting patterns:

Well, I though it was hard to do But I had a rear wheel once that came with a used bike that was a 32h hub and a 28h carbon rim. It always looked wrong but rode ok for the little time I used it.

I did a 36 hole hub to a 32 hole rim once for a dedicated SS wheel on my track bike. I re-dished a 130mm freewheel hub to 120mm, and laced it up, skipping 4 holes in the hub (2 on each side, 180 degrees apart, with the skipped holes on the opposite flange at 90 degrees). Worked fine. Not ideal, but I never had any issues with it.

There are a few viable methods to lace a wheel where the hub has more spoke holes than the rim, such as those already mentioned. But unless the rim is very stiff and strong, it is not advisable to build a wheel where the rim has more spoke holes than the hub, because the rim will have uneven and unbalanced support.
