I was thinking of changing out my cassette, I really like the Bdop cassettes. There is an 11/29 I was wanting to get but my rear derailleur says max 28 tooth. Would the one tooth make a difference?

No, the derailuer will likely be fine. Chain will likely work as well.

no...these 'limits' are very conservative. Just make sure your chain is proper length..not too long and certainly not too short.

Would I need to change the chain.

Depends on wear and how it was sized. If it was sized small-small it will likely be long enough. Try it and see. Hook it up and shift big-big and see.

I just changed from and 25-11 to a 28-11. I checked the chain length, first, before breaking the chain and found the 39-11 was far enough back that I didn't want to add any links. The 53-28 didn't have the derailleur to stretched so I put a new chain on the same length as the old chain. After several ride, it is fine.

And a note about 'adding links'..modern 10/11s chains don't like the 'push pin partially out then back in' technique. Plates and pins aren't designed for that and 'may' lead to a broken chain..

I fixed a broken/twisted chain once with two KMC links and a length of chain. I forgot about it and it lasted a long time. There is always that route if you need to add a link.

Has anyone here run an 11/32 on a Dura Ace 9000 rear derailleur? I have seen some videos on YouTube with people doing it.

I have. It works fine. I run the chain one link long for the accidental big/big. The chain drags on the jockey wheel in small/small but I never go there so its no biggie. May be able to shorten one link but dont bother as its not really ever an issue.
