What does it mean if the highest bidder in an E-Bay auction has 50% of their activity with the seller?

Shill maybe.
Is it a new bidder or a new seller?
I know there used to be issues with shills but ebay tries to crack down on them.

If he has a lot of bids and 50%. Very possibly. If only 2 bids, maybe a reach.

Lot of people will bid their own auctions to drive the max bid up. If they go too high, they retract the last bid. They also will out bid an auction if they are going to get fleeced. Paying the final value fee might save them more than their loss. They might even file for exception for non payment when their fake account doesn't pay. This is why eBay monitors accounts they think might be incognito accounts.

In my experience eBay does virtually nothing with shill bidders. You are supposed to be able to report them but they still don't care. I reported one shill bidder that had 80% bidding with one seller and over 200 bids. No action and the seller went on to really elevate his selling price. Buyer beware...
