After a hard or long day.
It keeps you from going too hard while in the gym and assumably you should have recovery planned after the hard/long ride and gym to recover adequately.

In fact I am going to the gym this afternoon- did a tempo session on the bike this morning.

It depends what you're looking for.

If you have a solid lifting plan as part of your training, you're better off lifting before and doing your cardio based stuff (ie cycling) afterwards. This will likely mean your ride is slower since you're tired, but you'll get better gains from lifting since you'll be working in the higher end of your strenth range. The key to gaining strength through lifting is continually following a plan, as most gains come later on which is the opposite of cardio.

If you're just going to the gym for general supplemental excercise, it really doesn't matter. Do what feels good.

It depends what you're looking for.

Not to be not helpful or anything, but EVERY answer to questions about training should start with this.

Or at least, every question should start with "If I am trying to accomplish [_____________________]..."
