So we are. I siting friends in Buffalo and I saw this in the local paper. Seems the headline writer was a touch confused.

More like lazy headline editor/writer
The body of the article looks reasonable for a non-cycling sportswriter

NYTimes online edition has the headline "Chris Froome Keeps Tour de France Lead on a Day for Sprinters," and I recall my paper copy had something similar.

'hill specialist' sounds about right for Sagan. hellingen or berg specialist would be equally right. If they said mountain specialist.... well, then get out the pitchforks!
But, how can we expect the average newspaper reader (or editor) to understand the difference between a cobbled climb of 2km @ 10% compared to an alpine climb?
