the county next to us does this, but mostly through neglect. Which actually is worse, would rather they dig up the asphalt and recycle it and go gravel. One road we ride on is gravel except 100 feet on each side of the houses. It looks like it used to be all paved, but they left just enough pavement to keep down the dust at the houses.

Otoh, the state is working with ways of messing up gravel roads in the state forests with pseudo-pavement.
