Today when i got on the trainer and began to pedal i noticed my crank was a bit wobbly, so i check the bb and it had come a bit loose. i removed the cranks to tighten the bb and noticed the small ring looks like this...

I have seen this. I believe it to be a failure of the outer layer of anodization rather than a failure of the ring itself.
I think you're wobbly pedaling sensation was due more to the loose BB than anything else. I wouldn't worry about it.

Looks water jet cut but horribly done.

Correct, the wobble was not from this. It was from the BB.
I just noticed it only now. I swapped out 39 rings with a different crank to be safe though.
the "crack" goes all the way around and i can feel it with my finger/fingernail...

So my first question was the bottom bracket loose and were any chain ring bolts loose? Other then that I would say your chain ring is ok. I have had a 39 Chorus ring look just like that and a 42 Centaur ring look just like that. It looks like they didn't finish cleaning them up after machining them. Anyway I used the 42 on my fixed gear so lots of torque and the 39 on my geared bike and I used them until they needed replacing. Also if you are worried you can always switch out that ring for a different one and see if you notice any difference.
Hope this helps.

This is likely correct. I wouldn't worry about it at all. Keep an eye on it but you're likely OK.

I've seen it too and the ring isn't splitting in half.

Yuck. It might not be unheard of and your ring might be structurally fine, but Campy stuff is supposed to be a cut above. I would contact Campy and politely request a replacement, in warranty or not.
