I believe the caps by the pedal wrench flats look like this:

Which would mean you would use the appropriate pin spanner to unscrew that cap and reveal the rest of the axle / bearing system.

Within that is a system like this:

That likely has a one or two cartridge bearings and maybe some needle bearings built into the pedal body and interfacing with the end of the pedal spindle. Often Time uses snap rings to hold bearings / axles in place.

You may have to secure the pedal body and whack on the axle (not in a direction that would bend it) using a wrench against a purchase between the wrench flats and the pedal body in order to get the axle out. Those cartridge bearings and needle bearings are usually press fit as you would expect.
