Weehoo Blast - panniers?

Bit of a longshot, but is anyone here using the Weehoo iGO Blast (the one that has foot pegs rather than pedals)? I'm thinking of ordering one, and I'm trying to figure out if the red cover on the back wheels is just a fabric cover or if it is a pannier. It would be great to have a tiny bit of storage on board (kids do the darndest things).
