Recommendations please for cycling wind pants, no chamois. I am looking for the best deal defined as optimum quality / price point. I couldn't care less about brand names.

Not sure what you mean by cycling wind pants.

Cycling rights that have wind block? Or some sort of cover-up/over pants that block wind.

If the latter, I bought some Mtn hardwear ozonic pants in prep for an el nino commute. Haven't used them yet but they feel nice and can be multipurpose use.
