I came up on a curb fast last night, and put this dent in my HED Belgium rims. This this is safe to ride, or do I need a new rim?

That looks totally fine and safe to ride on. You may be annoyed by the thump you feel when braking, but aside from that I don't see any issues. Spoke tension may need to be fudged a bit to bring it true, but again, I see absolutely no reason not to continue riding it.

if it doesnt effect your braking and the wheel is still true that's no big deal.

You could probably use a wooden dowel and smooth out the bump a bit. A bunch of friends have done that. I've been lucky not to have to, yet.

I've done this without a problem. Should be fine to ride as long as it's true and doesn't impact braking.

I fixed a similar dent on my HED Arnennes with an adjustable crescent wrench and a steel ruler.

Is it dented on one side of the rims or both? It does not looks that bad. As long as the tire is remains well seated and the braking is fine. Did it throw the rim out of true?

I had a bigger dent on some cheap old aluminum rims and could never true it out and felt a thump when riding, had to toss em in the end.

Only one side, and the wheel stayed pretty true. There was a slight thump of the brakes, but it seems to have gone away after a day or two of riding it.
