I have a chance at either wheelset. Not sure which is better is the better all rounder.

Zeros remind me too much of Ksyrium SLs, maybe they don't ride as badly but they both have aluminum spokes... I liked the C24s I had.

I can't imagine a better wheel set than the C24's. Suitably lightweight, robust, low spoke count, a lively ride quality, etc. But the Fulcrums have a good reputation too.

I have a set of Fulcrum 1's and I love'em. Do a search on Velomonkey's Zero review and comparison to some higher end wheelsets- an interesting read! No experience on C24's but they sound tough to beat.

If you ever, ever, wish to run a Campagnolo 9/10/11s cogset, for any reason(I know a stretch), then swap FH body on Fulctum. Yes I know Shimano cogsets are cheaper, etc. But the versatility is nice, with Fulctum. Both really nice hubs, guts a little cheaper with Fulcrum.

OP, that versatility is really only a factor for 9- and 10- speed setups, since 11 speed spacing is by all accounts identical across brands.
Not to stoke an C versus S tangent, but I can attest to the C24s sweetness. No experience with Vicenza's rolling goods since the days of seven-speed freewheels, but no doubt they're still sweet as well.

C24 is the best ensemble low profile clincher wheelset out there. Of course the world of custom is vast and wondrous (and relatively inexpensive).

i'll echo the c24 comments. my only "off the peg" wheels and i love them.

I have Campy Shamals on two bikes, which are the same as the Fulcrum Zeros. Best hubs on any factory wheels that I've ridden and pretty much bullet proof and reasonably light. I also have Eurus and Neutrons for cross bikes - nary a problem.

I think Shimanos are made just as well and likewise, reasonably light and durable.

As another data point I have the Zeros and previously had Ksyrium ES. The fulcrums definitely ride nicer than the mavics.

You could step down to a zonda or the fulcrum equivalent. Cheaper price, the same hubs and steel spokes.

As I mentioned I have the zeros with aluminum spokes. I also have a set of racing 3's with steel spokes. 10 psi in the tires make a much bigger difference than switching from the zeros to the 3's.

I have Racing Zeros from maybe 8 years ago and C24s from maybe 4 years ago. They are my two favorite wheelsets. The Fulcrums are faster (smoother bearings and bladed spokes) and the C24s are a bit more comfortable. It's easy to change tires on both of them. They both seem really well built.

On the right day, the smooth rolling is compelling on the Fulcrums. On every day the C24 is faultless and one forgets about the wheels.

based on what factors?

the 7900 C24s I have are beautiful, light, affordable, and at my wt (150 lbs) apparently bomb-proof. I have ~20K miles on them and they are still perfect in every regard.

would buy them again with zero hesitation.

Disagree. Big fan of all things Campagnolo but one thing Shimano does do is their homework. Great hubs, not stupid light. The only gripe I have with Shimano is the same for all 'wheelsoutofboxes', proprietary spokes and rims.

But compared to other wheel 'systems', like mavic(poor, IMHO), Shimano does well.
