That has to be a time trial bike from before aero bars. And I bet it was incredibly uncomfortable.

Hillclimb bike?
When I do the Mt. Washington or Mt. Ascutney hill climb races (each with an average grade of about 12%), I move my saddle forward to re-establish my regular road position when the bike is on a steep slope.

that is Hill-larious. Would make a beautiful standard geometry bike.
surely would help the back wheel from slipping on steep descents!

I don't think so. I have never heard of a hillclimb bicycle, but I think that would be close to the proper geometry.

It would handle like crap on descents because of weight distribution, it almost looks like someone has put normal forks in a lopro. But that would give a crazy head angle even with a long rake

Kind of reminds me of the Superman position that Obree and Boardman used on the track for the hour record, but this one has a steeper seat angle.

Looks like an experimental frame, given the gearing on that thing with only one goal in mind speed, max speed. I would wager they were testing if placing the rider further forward over the crank would result in any gain in leverage and speed. OR the rider in question had a nasty habit of popping wheelies and this was their solution. Good luck popping a wheelie on that thing, actually maybe Sagan could.
