Seems like it, but I've never seen ones without "Phil" on them.

May be early 1990's American Classic. Mostly going by the skewers ,, provided they were provided by the same manufacturer as the hubs.

Pretty sure they are American Classic. I have Bullseye and Phil hubs I can dig out for comparison, but those look like AC to me.

Very nice hubs regardless. Could use a polish if you ever unlace the wheel, though.

Polish them now. Get an old leather belt, and make a loop to fasten it with about 2 1/2 times the diameter and 1/4 the width of the hub. After a few miles the hub will be shiny.

Even more-so if you fasten the ends of the strap with a reflector...
