Gave my 8 speed custom to my neighbor. The kid is ripping people a new one on his heavy bike. He is lookin for an inner chainring less than 42 with the same bcd. Has he gotta change cranks?

See the selection from TA Specialties (just Google "ta specialties chainrings" for retailers).

If it is shimano you can go down to 38 teeth, if campy them 39 teeth.

I've been looking into this myself recently. You don't mention what the bcd is or the kind of crank. My understanding is that for 144 bcd campy, lowest you can go is 41t; 135 bcd campy, 39t.

No. I actually just bought a new Vuelta USA campag ring for under $30 off ebay. Looks decent. Otherwise, you can order Stronglight Dural rings pretty cheaply from the UK.
