Which size stan's tape for Grail rims

I'm having a new wheelset built and I'm going with stan's grails for the rims. I plan on going tubeless for the first time and looking at there website it list both 21mm and 25mm yellow tape for them, which one would be the better choice? Thanks for the help :)

21 will be fine. It only needs to be wide enough to cover the spoke holes.

That's what I figured, didn't want to go to wide and have it get in the way of the bead. Is it smart to go around twice on the rim for cross/road setup? And will one roll be enough to do a set of wheels double taped? Thanks!

I always run two layers and yes, one roll will cover two wheels with two layers.
