Gonna go out on a limb and say that bike is the wrong size for the current owner.

Reminds me of the 585 I saw recently on C/L that had flat bars, an adjustable stem and a cushy seat. I think it was my size, but was too far away (Marin) to rescue, probably stolen anyway.

Frames that have some type of integrated headset/stem/fork system often require a stem angle that looks like that. Okay, this one is slightly extreme, but it looks worse than it actually is.

Think about it - if there were a steerer tube coming up, the stem would attach at a point above the top tube. On this bike, the stem is connected to a lower spot - where the top tube and headtube intersect. So, to get handlebars up to a fairly neutral position, the stem has quite a bit of rise.

I see this with a lot of track racers' Felt TK1s, which have a similar fork system.
