Are there thinner or thicker variations? Ive tried a Thomson and older Deda shim with a new Prescia fork, and both get spread wider and do not accept a 1-1/8" stem.

No, they are all designed to do about the same thing.

Is the steerer 1 1/8 already?

I also wonder about the actual measured size of the steerer. Do you have a caliper that you can measure it with?

Easy to find out, just put the stem in the steering tube. If super lose then is 1 inch, if fits kind'a tight is 1 1/8.

Another way, grab a 1 inch spacer and drop it into the steering tube, if doesnt fit well... hope you have one of those spacers.

Even if you tight a 1 1/8 stem full in a 1inch steering tube it wont get tight ever.

I'll try to get it measured (really need my own calipers :rolleyes:). The stem is quite loose on its own--this fork is definitely trying to be a 1 incher.

What stem are we talking about here?? Some colnago 1inch stems for example have a weird diameter that is larger than 1 1/8 because the stem was made to be used with a colnago shim.

Stems that work everywhere else. Deda, 3t, Easton are what I have in hand, and are the same stems that have served duty shimmed on a Serotta F1.
