I haven't followed the P-R course changes but recently they included some new sections that actually went uphill (and some? of the bikes lost that large inner ring as a consequence). The article states that they're reverting to the 2013 course, so maybe they're actually going back to a less-favored course in order to use the TdF bits a few times.

So it might be that the title is accurate.
