I've seen plenty of lower end forks with aluminum steerers, but are there any lighter full carbon options? I will probably just use some adapters like what comes with pdw fenders.

FWIW, PDW does sell a separate hardware kit for their fenders. VO has these as well: http://store.velo-orange.com/index.php/accessories/fenders/vo-fender-stay-mount-for-eyeletless-frames-4mm-qr.html
Also, Shawn at Ruckus will add some for you. He does it quite often for folks around Portland.

Kinesis tracer. Dunno where do get in the states though.
I was looking for one but am using on older Alpha Q instead.

When I was ordering my Steve Rex frame he said it was easy enough to add eyelets on the Enve 2.0 fork if I wanted that option.

I think he said "full carbon", as in carbon steerer. Though why you'd care on a rain bike, dunno.

I've got a NOS Serotta F3 in my hoard pile that's full carbon with eyelets.

FWIW Seven and Co-Motion make them for mid-reach brakes. You probably want to use short reach brakes though, right?

apparently signature cycles (shop) set up a customer with parlee to have mounts attached to his enve fork.

signature could have sharks with friggin' lazer beams attached to your fork if you were so inclined.
just bring your checkbook. ;)

We all know that nobody would do this for an obvious reason...sharks are too heavy. Penguins work just as well.

Parlee did this for me (the IF in thread that is linked above ) via signature cycles in 2010. Its still great and as I recall the price was not outrageous.

Ok, in truth, the Seven 5E for 47-57mm brakes is actually a full carbon fork with eyelets. But it is not light.
The other option is the unicorn-like Serotta ARO fork.

^^^ Seven 5e for mid/long reach brakes. Good enough for my Hampsten Strada Bianca and climbing the Tourmalet, and screaming down the other side.

The co-motion isn't horribly heavy and will take a 28mm wide tire.
Lots of room above but limited by being a touch narrow.

Not sure if it would work for you, but maybe using a Trek Domane fork would be an option?

Tange Prestige Carbon CX Fork
Tange Prestige carbon cross specific fork that features eyelets for front rack
IS disc mounts only (43mm rake)

Forget about the Tange, I cannot read. OP posted all carbon. The Tange obviously has an alu steerer.
Short reach brakes: NO.
Best option - buy a used enve and send it to Ruckus in Portland for mounts and paint. About $250 IIRC. Great solution if you can live with 25s and fenders. I have a bike built around one and it is nice.
Other idea: custom steel carbon fork with eyelets - I've built a few with matching dimensions to Enve (AC and rake) with straight columbus SL blades - they ride pretty nice.
If you're having a custom bike built and want long reach brakes there are some options.
Long reach brakes:
Seven: something like $800. Never seen one in the flesh. Too rich for my blood.
Co-Motion (as mentioned above): only sold to builders at this time. Retail is something like $460. Nicest fork I have seen of this option. As stated above a little narrow. Only available in 47mm and 51mm rake which is a bummer. I'm building a bike around one now - commuter style.
Columbus Hiver: Available via euroland to USA for $280 or something. Skinny (only fits a 30mm tire but 28s and fenders clear really nice) and pretty bendy. Nice for but not end all be all. 45mm rake.

Kinesis TK2 carbon (I had a straight 1-1/8 full carbon a few years ago but it looks like they only make it in tapered/full carbon now). Nice fork. 45mm rake.

Non full-carbon (ally steer-er) options: ird mosaic 57. I had one. It is a turd.

Here's a detail of the very nice fender mounts that Parlee did on an Enve cross fork. As I recall the work was around $200+ in 2010.
