it's kinda extreme, but it's the right idea. Some decades ago, State College PA reshaped itself as a 4 lane highway with a strip mall in the median. They keep flirting with shutting down some of the connector streets, but can't quite manage it. It would be a boon for business, but the businessmen involved can't see it.

I just would think it odd but fun to have streets with no cars one day a week.

So did Germany (4 consecutive car-free sundays) and Austria (car owners had to pick one day of the week).
Didn't have much effect on oil consumption and there was a load of exception rules - buses were allowed, so were cabs. Still a lot of pedestrians, cyclists and riders on the Autobahn :)
