i am totally not surprised or skeptical about that being a serotta. crazy looking customs from them like this pop up pretty often

Good to know. Is there any way I can tell whether it's Ti before actually seeing it?

Can you do reinforcements like lugs with titanium?? The top tube front tube has one aswell.

you mean headtube, right???

that raised bit at the bottom and top is pretty common on "standard" headset style head tubes with external machining. presumably to keep the tube thick enough to prevent distortion/ovalization around the pressed in cups??. ti doesn't complicate anything about the process.

and as far as figuring out if its actually ti before seeing it ... probably not much ... maybe ask how much it weighs? get a serial #? maybe a serottaphile will be able to tell by appearance

That top tube definitely doesn't look to be 52cm.

the rear dropouts are the 3d type that Serotta used. Probably a Serotta. the F3 fork has some value, at that lenght, the frame and components could be sold to make up the difference. it's the dimensions that i would question. 32" standover with that headtube lenght is a little hard to believe. she's been cobbled.

A serial number will answer all questions. There is a data base here (http://forums.thepaceline.net/showthread.php?t=99078) that you can check to confirm frame type and date of manufacture. It looks legit and seems to be a custom build for the original owner.

The bike is definitely a Serotta. Later Ti bikes had their headtubes machined that way.

only one builder would have built a bike with a faster backwards setup like that: serotta.

It looks like the original owner would have been MUCH taller than whoever has the bike set up the way it is. I'd wager it fit the original owner very well.

I agree, I bet the original seat height was considerably taller. I agree with the sentiment though, I would be surprised if it wasn't a Serotta.
