I have a Ibis Tranny 26", and the Ibis site says that I can use the SpeedCity's with smaller tires (<= 28's).
Since SpeedCity's are no longer available, I was hoping to use 29er wheel set.
Are 29er wheel sets equivalent to Mavic's SpeedCity wheels?

Sometimes. Many newer/lighter 29er rims are not designed for narrow tires at high pressure. I'm not really sure what would happen if you mounted a narrow tire and pumped it up to 100psi...but I guess it might be bad. Should check with the manufacturer first, I guess.
Even some disc cross wheels like the Stans Iron Cross have a low max pressure, 45psi iirc.

Thank you for noting the possible pressure limitation.
