Seems obvious....

I am considering a 650 frame/fork and wheels purchase. Are there any other specific components needed for a build of this size?

650b tires/tubes and maybe gearing since it's higher than 26 and lower than 29er.

Cantilever or sidepull? Might want to check on the brake reach... Tire/fender clearance...

long reach brakes...Tektro 559 dual pivots are nice.

FWIW, I use regular 26" tubes in my 650b road bike. I originally set up the bike with a compact crank and use it for the same riding as my 700c bikes. I found pretty quickly that I preferred standard gearing.

Not sure i understand comment on gearing. Its a road frame/fork.

maybe gearing since it's higher than 26 and lower than 29er.

I was thinking of a tiagra triple(50/39/30) on er. It for my not too strong GF.

Triple would be fine. Or 2x9/10 MTB gearing with 12-36T cassette.

If you're building a bike for a smaller woman, are you talking about 650C, which is for smaller road and tri bikes? I think we assumed you were talking about 650B for a rando type bike. The two are quite different.

650A - you might want to consider a nice Sturmey Archer gear hub and maybe a set of cottered steel cranks and a sprung Brooks saddle

650B - often goes well with a nice generator hub, handlebar bag, Honjo fenders

650C - don't forget your Speedo?

Depending on tire size, smaller wheel than 28 inch/700c. For old world Tri-geek bikes, 650c, needed a 56 big ring for similar gear ratios as 700c.

Now now, let's not be difficult.

Frame, wheels, and tires.

Plus all the other bits of the right sort for the frame (brakes).

Try it first, then muck with the gearing. It won't be a big enough difference to make-or-break the deal.

If road bike and the rider is small like my 4'10" bride, I'd suggest 165 mm length crankset and short reach shifters/brake levers.

To clarify, this is a 54cm road bike frame built for 650 size wheels. All her bikes are 700c but she really likes the frame. It is offered with the wheels as a purchase option. Plan was to move the Tiagra triple 9sp road group over and was hoping it was easily transferrable. I also possess LR brakes if needed.

Assuming all of the parts are compatible (front drl size, bb threading, seat post, headset, etc) then you should be able to swap the group over with just a change to the appropriate wheels/ rubber and the appropriate reach brakes (as defined by the frame set, not the wheels).

As mentioned, you may want to make changes to the gearing, but that isn't strictly necessary for parts compatibility.

What's the frame - who made it?

Unless this frame is a recent custom, it's most likely designed for the 650C wheel size - typically fitting skinny tires with 571mm bead seat diameters. And if so, it probably also uses short reach brakes.
