This a picture of a bike on eBay in which the seller fixed a cracked seat collar by cutting it out more and putting in a stronger bolt. Does this look like something likely to fail in the future? Thanks!

I'd buy it only if the price is super-low and if it's the only one of its kind available.

Yes.
Blockhead almost cut through the lug, and what's up with the
"re-shaping"? Many people should not use/own power tools, (because of personal safety and the aesthetic well-being of the planet). This seller should have his hacksaw and file taken away. $50-75 is a fair price.

I would buy that only if it was worth having a frame builder braze a new seat lug on.
