picked up a couple boxes of bike parts (:banana:) from a seller and found this oddity. anyone know what it is? It could be small part that is a part of a larger tool. but i really have no idea.

Looks like Park Tools' answer to a bulldog clamp.
Or it could be a dextrotoroidal conflabulator.
Or it could be just a boring old axle vise.

Just a guess but I would say it's a part of a bearing press.

Tape measure or measuring tape.

You actually scored well since you got a really nice one with a dual read for metric and inches.

In this case the tool tells you that the diameter of that other thing is about 30mm or 3cm ;)

Agreed, like half of a pair for the original Merlin press fit bearings.
