I am searching for a small rear rack to carry a small rack top bag. The style I'm interested in is like the Velo Orange Constructeur rear carrier that attaches to just the rear drop out and top of fender (not on the seat stay). Are there any other options available beside the VO model?

Soma sells such a rack, but it attaches to the brake bridge rather than the fender.

One more option (also not very French) is a Carradice large saddle bag with Bagman support system.
They also make a saddlebag clamp if you're not running a brooks type saddle.

I think 5L would be enough which is what the small rack top bag capacity is. As far as a saddle bag,I would prefer not to have that much weight hanging on the saddle and post.

It only attaches to the rack with two straps and it flops around (fore-aft movement). I greatly prefer a Carradice.

Maybe the Acorn medium saddle bag will be sufficient.

Merckx, I've got one of the VO racks I never used and would gladly sell. It was intended for a commuter that went a different direction. Although it looks great an initial mock-up proved it wasn't the best solution for my existing Ortlieb panniers.

I really like this system. There are a variety of Carradice bags that fit.

Revelate stuff is top notch. I would consider ease of access of the items in the seat bags though. With the roll top closure, getting things in and out quickly isn't going to be easy. That's not to say it's not a good option, just that it might not be the right bag for this application. If you're going to pair it with a handlebar bag for the easy to get stuff, the Revelate seat bag may be just the ticket.

On my rando bike I use an Arkel rack top bag (http://www.arkel-od.com/us/all-categories/seat-bags-trunk-bags/tailrider.html). I like that I can quickly unzip the top, and get to everything inside.

Funny, but I just had my bike on a brevet in France, and the Revelate bag was a big hit with the locals. But, yeah, I run it with a frame bag as well for all the things I want to reach while riding. Of course, there is no right answer...
