I think its an earlier model then a 2003 since it clearly has the Atlanta seat lug on it. It looks very well kept and I would have been tempted but mine is in the works right now.

to add to Smiley's comment that it has Atlanta lug I note that it is C3 tubing like the Atlanta not C4 like the CSI.
