Rarely.

The difference in height between a -10deg stem and a -17deg stem, if they're both 100mm, is 12mm.

If you're trying to find your way between the two, use spacers and raise or lower your stem on the steerer.

Or, you can get Specialized multi-stem and get some variations.

Should've specified 31.8mm clamp. Looking like the answer is "no" so far...

The Specialized Multi-stem allows you to adjust from 12 degrees up to 16 or 12 down to 8 in 2 degree increments. That gets you from 8 to 16 degrees which pretty much covers 10 to 17 degrees. It is 1 1/8" steerer tube and 31.8mm handlebar diameter so the answer is "yes".

Realize the Spesh stem has a taller stack. I've therefore found a 120 adjustable Spesh set at -12, to be about the same as a -10 stem with your avg 40ish mm stack.

But then again I prefer to change stems for small adjustments. I'm weird that way.

This is a good topic. I went from a 10 to a 17. And I found it to be a massive difference. From, 6 to 8, 8 to 10....no issue, but from 10 to 17. Really big.

Completely changed the way I descend, turn or hell....even ride on flats. Completely changed my position way more than I ever thought. Neck, shoulders hands all needed adjustment. Neck and shoulders were sore as nuts for a long time. Now I love it. I do find descending and turning a lot easier and more fun in a 17 though.

I'd like to try a 12 just to see how I'd like it. Don't see that many pop up though.

Salsa's guide stem and pro moto 3 stem both come in +15. I have several pro moto 3 and like them
