I am have built a set of 20 inch rims(406 size) for a bike friday. I am an experienced builder but these velocity A23 rims seem to be impossible to get as round as I would like... The question: The wheel is .8 mm out of round. Will that be noticed when riding??

if you know the rims to be true, de-tension, begin again and see what happens

New rims? If so, have you checked with Velocity?

Park website says spec is 0.5mm lateral true, so 0.8mm is enough to make me want to start over with a fresh set of rims. That hop might not bother some folks but it would bother me.

I would think that it depends on how "quickly" (ie over how many degrees) you build up to the max out of round point then go back down to nominal.

Plus it would also depend on the road. On rollers (back in the days when I was stupid enough to try to use them) I used to feel just about anything, whereas on a normal road with the same bike and wheels I wouldn't feel a thing.
