Okay. So VDK-Driedaagse De Panne-Koksijde Stage 1 was a photo finish with Peter Sagan finishing, taking the stage. I was looking at the pic, which is supposed to be a split sec frozen frame pic...

But what's going on with their spokes? If it is a frozen shot then I'm confused.
