Does anyone know if/how I can change the calendar settings so that the week starts on Monday and ends on Sunday?

Calendar settings are based on your local/regional settings on your computer. You can override this by going to:

Options --> Person Properties --> Measurement Units --> Week Starts On

By default, PPP SW will use the settings on your computer for local time, etc but just uncheck the 'Automatically Use Measurement Units....." and you can change the week starts on day.
