Is there a consensus on which tires measure 25mm on 23mm rims? Have a set of 25mm pro4s on heds and they barely clear my chainstays. As such, need something smaller, and don't want to buy another 25mm tire only to have it measure out to 28, again.

There's a part of me that thinks I can dig up some old 25mm PRO3s i have and use those -- might measure out to 25mm.

I can say for sure that 23mm GP4000s measure out at 25mm on my HED 23mm rims and on H + Son TB14 23mm rims. 25mm tires usually measure out at 28mm on the same rims.

Same, GP4000S on A23 measure 25.
SchwalbeOne tubeless clincher on the A23 measure 23, if you end up needing another mm per side.

Just retired a pair of 35mm Pro 3s, (my last ones, sigh.)
The measured 27.5mm on Velocity A23s.

I pulled a set off last week and out of curiosity put a caliper on them. The basic folders, size 700 x 23 , measured exactly 25 mm on a Velocity A23 rim. They probably had less than 100 psi in them if that matters. Replaced them with 28c Clements to help out with what passes for roads here in Cook county Il.
