Any recommendations for rain pants for on the bike?

Sub $100. "Breathable" would be good for when it's warmish (not cold) weather. Or maybe some venting zippers?

I've been intrigued by Rainlegs, but without a front fender, I think my shoes and shins would be soaked.

I haven't tried actual Rainlegs, but there was one time I was out on a brevet and ended up in rain/snow in temperatures hovering around freezing (depending on elevation) that I had not planned on. I had on only shorts and leg warmers. In desperation, I got a garbage bag from a gas station, cut it in half, and taped it around my legs/hips - basically, makeshift garbage bag Rainlegs. The garbage bag trick worked amazingly well, it was more comfortable, more breathable, and less constricting than any actual rain pants I have ever tried.

Later, I made some knock-off Rainlegs, which worked out pretty well although I need to make some changes. For commuting in, I really appreciate that I don't have to step in and out of them, and I can easily get my keys out of my pocket.

All that is to say that, while I haven't tried actual Rainlegs, the garbage bag analogue worked well enough that I'd recommend that you get some. Those and a front fender should take care of you unless you're getting doused from the side by traffic going through puddles, in which case you're going to be wet unless you're wearing a sealed drysuit.

If it's warm, what about light embrocation and some neoprene shoe covers?

Wet legs wouldn't both me if I was warm.

Shower Pass is the brand I have used for years. They have a few models depending on temperature, riding style, etc.

+1 Showers Pass - I think I have their bottom of the line, but they pack pretty small, and have kept me dry.
I don't think Waterproof and Breatheable can exist in the same material, but I'd love to be proven wrong.
Pretty sure there's a finite lifespan to these things - waterproofing slowly breaks down, then abrasion kicks in - but, so far so good (3 seasons, maybe a dozen rides)
