All my bikes have drops, but I am building up a mountain bike with a flat bar. Can I put Cane Creek type stoker dummy hoods on mountain bike bars? I will miss riding in the hoods.

Why not just get some bar ends? There are PLENTY of options, many of which are pretty close to riding hoods. You might try Cane Creek Ergos (http://www.canecreek.com/products/brakes-levers/bar-ends), for starters.

They are going to be turned 90 degrees on a flat bar...'hoods' will face in or out(?).....

Maybe a "mountain drop" bar like the Salsa Woodchiiper?
