IMO, a 'reasonable' offer would be in the 1.2~1.5K range. Whether the seller considers that reasonable may be a different story.

I'd agree with Mr. Thompson on the offering price. That's a decent price for the whole build being 4K.

I think Dave is spot on. Given that the fork isn't an F3 or even an F2, and given that there seems to be some wear on tear on the frame (I'm basing this on the not-especially-revealing pics), I think Dave's low end is about right. As he says, the seller might disagree. And if you really want the bike, you should be prepared to pay more. Still, I think that's around the right price.

All of that said, Ottrotts are such fantastic riding frames. I still can't believe I sold my last one, which fit me perfectly and rode like a dream.
