I'm not an expert on this, but I believe it is much harder to solve than this video suggests.

For instance, the Federal Government can set fishing limits for (let's say) fisherman in New England. So if those fisherman go out, catch fish, and bring too many back to Gloucester, MA, they'll get in trouble.

However, a ship can leave from China or Japan, sail (or whatever they call it) to the same fishery off the coast of New England, that is in international waters and catch as many fish as they want, and sail back to Asia having done nothing wrong. As long as they don't come back into the territorial waters of the U.S. (or any country), there is no way to police the fisheries.

Just a plug for my state -- wild Alaska fisheries are sustainable and well managed. No fish farming, no dyes, hormones, etc. They can't be called organic, however, because they can't control where the fish go after they hatch.
