on track bikes, what's that little extra
ring (sleeve) of tubing called that is placed
around the top tube to prevent the
handlebars from creating an indentation.
the winner gets a very special image of
a handlebar. prudes need not apply.

And why are they mainly on track bikes -- not on road bikes, too?

Track bars are usually taped on the lower half of the drop. This leaves the upper half of the bare. The bare steel or alu bar will dent the tt easily.
on road bikes, not only are the bars taped all the way up (kind of building the tt protector into the bar instead of the tt) , but these are also cables and housing that prevent the bar from swinging all the way around or at least slow it down...
