I know that black oxide is a cosmetic surface treatment for steel (both carbon and stainless). I found that the black oxide bolts tends to seize or bind with the aluminum threads on the thomson stem. When this happens, the specified torque value is easily reached. However, the clamping force is not. I also found that the black oxide bolt heads show some rust. This leads me to believe that it's black oxide over a regular steel bolt not a stainless bolt. I switched out the black bolts with regular stainless and the problem has been solved.

Do others have the same issues with black oxide bolts?
