I searched but could quite find the answer.
I have a set of record 9sp ergolevers from 98 or 99. I have some newer 11sp chorus shifters.
Can the guts from the 11sp be used to convert the 9sp ones to work with an 11sp rear mech?
The why I would do it is a little more convoluted but I would rather not use athena quick shift

The bodies are different, and the shifting mechanism is drastically different (no more G-springs, etc).

No go sadly.

Nope, the innards are completely different as are the bodies. PLUS for 1998 levers, they are 9s ONLY..1999+ can be converted to 10s or to 8s but 1998 levers are 9s ONLY.

Just get some 11s Athena, even tho the dreaded 'powershift' they actually work quite well.

I don't think there is anything wrong with power shift...the down shift is one at a time, but you can rapid shift with quick shifts.

but explain to me why 11 cogs are needed...do you get greater gearing range? with 10 speed, 11x23, 11x25, and 12x27, 12x30.

Well, they aren't 'needed', few things in modern bike component technology are essential to get you down the road on this thing called a 'bicycle'. Most are firmly in the 'nice to have' category.

...I thought 8 were fine and I use 6s and 7s freewheels. But with Campagnolo anyway...until there were 12-27 and 12-30 10s cogsets..had 13-29-add a 12t. Had 12-25-add a 11t..type thing and interior cogs on some others.

IIRC there may have been a small aftermarket company that produced an 11 spd gear ratchet ring for the 2nd gen ergos shortly after 11 spd came out. Haven't heard anything about them lately...
