Probably going to be pricey, but should be doable, since I've driven rental cars picked up in the US (Detroit) into Canada without problems from customs. Best bet may be to try the majors: Hertz, Avis, National. May be able to price it online as well as a one way rental

Rented a Uhaul to help a friend move back to NYC after he finished McGill. It was pricey but that was about it. The truck was a pos in the Adirondacks haha.

I recently rented a car in Rochester, NY and dropped it of at the Ottawa airport.
Hertz charged a ~$85 remote drop fee.

Not sure how that compares to the normal remote drop-off fee.
